Project Description

The North East Link connects the M80 Ring Road to the Eastern Freeway, relieving congestion across Melbourne’s northeast. As part of the program, SPARK engaged Astern Group to deliver the structural concrete package for the Cut and Cover Ventilation Tunnel Culvert at Yallambie. Works spanned FRP for base slabs, walls, roof slabs and protection slabs across multiple staged work areas under a compressed program. Heavy roof elements and complex temporary works demanded disciplined planning, robust pricing and clear methodology.

DEC Role

• Quantity surveying and estimating: full take-offs from design; first-principles estimate with realistic productivity and resource loading.
• Construction methodology and program: staging diagrams and sequencing for base, walls, roof and protection slabs; program with cycle times, rates and milestones.
• Value management and tender support: delivery optimisations to lift competitiveness; support to negotiations with SPARK to align scope and pricing.
• Client success: strengthened submission, presentation support direct to SPARK, award of the $29M structural concrete package.
