Project Description

The Sunshine Superhub is a key component of the Melbourne Airport Rail Stage 1 program, enabling dedicated airport services through the separation and realignment of metro, regional and freight rail networks.

DEC Projects has been engaged across major delivery packages within the Sunshine Superhub program, including metro, freight, regional and enabling works. Our involvement spans complex rail realignments, systems integration, operational rail interfaces and major utility relocations, including delivery-critical infrastructure such as a high-pressure jet fuel pipeline installed via horizontal directional drilling.

Scope of Works

• TOC leadership and cost planning, including robust pricing strategies and detailed estimates aligned to delivery methodology and program constraints.
• Construction methodology, staging and sequencing for practical delivery within live rail environments.
• Program integration and delivery planning, aligning construction sequencing, access requirements and resource planning with overall project objectives.
• Constructability and risk management, reviewing designs to identify delivery risks and implement buildable, efficient solutions.
• Rail safe working and staging strategies to support works within operational rail constraints and safety requirements.
• Procurement and subcontractor engagement, managing market interface, tender processes and pricing inputs to support competitive outcomes.
• Submission and commercial support, contributing to high-quality TOC submissions and broader bid deliverables.
