Project Description

The Mordialloc Freeway (Mordialloc Bypass) is a major roads project delivering a new 9 km freeway corridor, 6 new road bridges, and more than 8 km of shared walking and cycling paths. It connects the Mornington Peninsula Freeway at Aspendale Gardens to the Dingley Bypass at Dingley Village, improving network capacity and travel reliability across Melbourne’s southeast.

Services Provided

DEC provided estimating advisory services to the McConnell Dowell – Decmil Joint Venture for the Design and Construct delivery of the Mordialloc Freeway. Services were delivered under a secondment model during the tender development and delivery planning phases (2018–2021), including progression of the estimate through to TOC (Tender, Offer and Contract) stage.

The work focused on developing a robust, defensible first-principles cost estimate integrated with construction methodology and staging. This included detailed pricing validation, alignment of structural and civil interfaces, and coordination across complex traffic, drainage, and temporary works requirements in a live urban arterial environment.
